When Randy Clarke took over **Washington Metropolitan Area Transit Authority** (WMATA) in 2022, it faced a $750M deficit, two-thirds of its rail fleet grounded, collapsed ridership and high crime.

Four years later, Washington Metro is telling a different story. Ridership has rebounded from rock bottom, transforming the agency into a national leader in ridership growth, while customer satisfaction has soared to historical high: 92% on Metrorail and 81% on Metrobus.

In 2025, WMATA won APTA’s Outstanding Public Transportation System of the Year, first time in 30+ years.

On Oct 16 Mobility Forum, Randy and I had a candid conversation on WMATA’s turnaround.

Here are some highlights:

**1.** Randy rode Metro more than 650 times last year, and he checks real-time ridership on his phone so often that his executive team jokes about it. The dashboard tells him *what* is happening. Riding alongside customers and talking with frontline employees helps him understand the intangibles.

**2.** Randy puts ridership at the center of Metro’s operational strategy, and he reads it as a signal of service quality, public support and future funding.

- **A summary metric:** people ride only when service is safe, frequent and reliable, so ridership reflects all three.
- **Occasional riders count:** a fan who rides to a Nationals game four times a year is also a taxpayer, and a bad trip can turn them against funding transit.
- **Swing riders:** a suburban family with two cars rides only if service is good, so frequency wins the crossover customer.
- **Fares matter less than assumed:** in every customer survey Randy has seen, riders rank reliability, frequency, speed and safety above fares.
- **A data-driven performance culture:** The data and performance team runs the weekly operation meetings as *“Switzerland in the conversation.”*

**3.** Randy created a Chief Customer Experience Officer role to coordinate the responsibilities that fall between departments, from wayfinding and digital interfaces to service standards. But the actual customer experience is delivered by every employee who interacts with riders, just as safety is delivered by frontline employees, not by the safety department.

**4.** WMATA created a maintenance channel, crowdsourcing employees across all departments report problems. See a broken escalator or a safety issue? Take a photo and post it, and the system generates a work order that everyone can see. This simple tool turns the entire workforce into eyes and ears on the system, improves accountability, and speeds up problem-solving. **Breaking down silos is the only way to get more done with the same resources.**

**5.** WMATA’s Better Bus program redesigned the entire bus network. It delivers 13% more service on the same budget. The savings came from reducing deadhead and retiring more than 100 spare buses.

**6.** The Red Line carries more people every day than the region’s three airports combined, yet it runs on a 50-year-old signal system. WMATA plans North America’s first brownfield conversion to driverless operation, with platform screen doors, raising reliability from about 90% to 99.9%.

**7.** Randy is asking for predictable, multi-year funding instead of a roller coaster with clear accountability for outcomes. Through DMV Moves, the region agreed on a dedicated capital plan. As Randy said, “We got Virginia to approve our new capital funding. We absolutely need DC and Maryland to do the same.”
